Rules
2010
1. All quarters will be with a running clock, except the last (2) minutes of the 4th quarter, which will be regulation time (clock stops at referee’s whistle.) during running cl= ock period, the clock will only stop for time outs and official’s discret= ion for delay tactics or serious injury. Quarter lengths are 14 & Under (10 minutes), 12 & Under (10 minutes), and 10 & Under (8 minutes). In the fourth (= 4) quarter, a team gains a (20) point advantage the clock will run continuously for the balance of the game except during timeouts. If the losing team gets within ten (10) points during the last quarter, the clock will be operated = by the regulation for the remainder of the game.
2. Only 3 time outs per game. (No 20 second time outs.)
3. The 2nd quarter and the last half= of the 3rd quarter is for non-starters o= nly. No starters allowed. If a team does not have at least ten (10) ball players, the opposing coach will choose a selected starter to play with the non-starters. This must be done after the 1st quarter. NOTE: All selected starters playing with the non-starters are limited to 5 points tot= al during the 2nd quarter and the last half of the 3rd quarter. If a starter gets fouled after a selected starter’s 5 points= are scored, the opposing coach will choose a non-starter to shoot the foul shot= s. If a selected starter scores after 5 points, the basket will not count. The opposing team will get the ball.
4. 2.85 size basketballs will be used for all league games, except for 14 & Under Boys league, which will use the official size.
5. In case a game ends in a tie after regulation time, two (2) minute regulation clock overtime periods will be played until= a winner determined. Each team will be awarded one (1) timeout in the overtime period. If a team has any timeout left at the end of regulation, the timeout will carry over into the overtime period.
6. All league’s will shoot foul shot from (15) feet line except 10 & Under Boys and Girls se= cond team. Second team will shoot from (12) feet line. If a first team player playing with second team and shoot a foul shot, he/she must shoot from (15) feet line. Scorekeeper will indicate to official
7. Foul shots are taken on the 7th t= eam foul per half. On each team’s 10th foul per half, two shots will be awarde= d.
8. All protests will be handled on the spot. We will stop a game if we have to in order to clea= r up any unclear rule or violation.
9. Only squeeze bottles will be allowed on team bench.
10. If a coach is ejected = from the game, he/she must leave the
premises immediately after the ejection. If not the official may
forfeit = the game. Also, he/she is suspended the next game his/
her team= is scheduled to play.
11. A white T-Shirt will be allowed to be worn under the game
jersey o= nly if all team members wear them. (Mandatory in girls
leagues)=
12. We recommend that coac= hes make sure all socks are identical
or match players’ uniforms. Solid white socks are always
appropriate.
13. A team trophy will be = awarded to the 1st and 2nd place league
champions and runners up. In case two teams are tied for 1st
place in= their league with identical records, the tie will be
decided = by their season record in head to head play.
14. The Georgia High School Association Basketball Rule Book is
governing rules of this league unless over-ridden by GRPA
guidelines. The 2010 Thomaston – Upson County Basketball
Rules precede all others and gover= n our league play.
15. No jewelry will be all= owed.
16. Full court pressing al= lowed in 10 & Under and 12 & Under.
Therefore, in these ages we will al= low full court pressing only
when the starters are in (first team). If bringing the ball down
&n= bsp; court be= comes extremely diificult, we reserve the right to = p>
eliminate this rule. No pressing the 2nd quarter and 2nd half of
3rd = quarter. Full court pressing is allowed anytime in the 14 &
Under play.
17. Busting Slack Rule:
