FALL BASEBALL RULES

2011

 

 

1.      Any rules not covered here will be governed by the Dixie Youth and Dixie Boys rule books for the current year.

2.      There will be NO smoking or tobacco use on the field, in the dugout, or in the stands.  Smoking will be permitted in the parking lot only.

3.      If a Coach is ejected from the game, he must leave the premises immediately after the ejection; if not the umpire or league commissioner
may stop or forfeit the game.  The coach WILL also be suspended for the next scheduled game.

4.      A Player ejected from the game; the league commissioner may allow the player to remain in the dugout, or ask him to leave the dugout. 
The league commissioner will also have the right to suspend the player for the next scheduled game depending on the severity of the infraction.

5.      There will be no steel or metal cleats allowed for ages 14U.

6.      Time Limits for all leagues will be 1 hour 15 minutes.   Rookie will play 5 innings while major and minor will play 6 innings.  
A game that ends in a tie after time is up will stand as a complete game.  A game that ends in a tie will be counted as ˝ win and ˝ loss.

7.      Players will not be assigned after 1/3rd  of the season is complete unless a team has a hardship due to loss of significant number of players.

8.      Any player attempting a head first slide into the next base will be called out.  A head first slide back to a previous base is allowed.

9.      A continues batting order will be used.  Each player must play a minimum of 6 defensive outs unless game is shortened. 
If a player does not get in his 6 defensive outs, that player must start the next game.

10.   Each Team will be allowed to have 1 head coach and 3 assistant coaches in the dugout during a game.

11.   A team can start with 8 players.  In the case a team cannot field a team at game time; the team will be given a 5 minute grace
period in order to wait on a player.  During this grace period, the game clock will be running.  The Umpire will call the game in the event
the player does not show.  In the event the team plays with 8 players, the 9th batter will be an automatic out.

 

12.   The protest committee will be the fall baseball board.  The board can make a decision with 51% of membership in attendance. 
No Judgment call can be protested.  The protest must be written and entered into the day of the game being protested.  The board will
have 48 hours to make a decision.  The protest fee is $50.00 cash due at time of protest.
 

 

13.   A team may score a maximum of five (5) runs per inning up to the final inning and maximum of ten (10) runs in the final innings (Rookie: 5th inning, Minor/Major: 6th inning) and during extra innings

 

14.   The “No Contest” rule follows Dixie Youth rule 4.10(a).9 A game shall be considered a regulation game when a team is ahead by 10 runs after both teams have batted four times, or in the case of the home team when it is leading, three times. A game will also be called when the time limit runs out and a team is in the position where they can neither win nor tie.

15.   All game time limits are subject to the 5 minute rule. No new inning will start within 5 minutes of the time limit being reached. This applies to all age groups.

 

16.   The umpires have the right to waive warm up times for both teams if game schedules are thrown off due to previous extra inning games.

 

17.   The following supersedes rule 1:16(a) in the Dixie Youth Rule Book: A team warning will be issued for any offensive player removing his helmet while on-deck, at bat, on base, or in the base paths while the ball is in lay, before time out has been called, or upon returning to the dugout after being called out. Removal of a helmet will be a judgment call by the umpire.

 

18.   All bats used in Rookie, Minor, and Major must adhere to Dixie Youth rule 1.10

 

19.    A team warning will be issued upon any incident of a player releasing a bat in an area or manner that may cause harm to a person or property. The next incident by the same team during the same game may result in the batter being called out. This is a judgment call by the umpire.

 

20.   In the judgment of the umpire, if an adult is stalling, a warning will be issued. The batter will be called out for the next offense.

 

 

 

 

 

PITCHING RULES

 

 

REGULAR SEASON:  Applies to ALL Age Groups

 

1.      Pitchers can throw a maximum 2 complete innings a game.  One pitch to a batter constitutes as an inning pitched.

2.      Pitchers can throw a maximum of 10 innings per week.

3.      The tournament rules will be the same with the exception that the pitcher can pitch a maximum of 10 innings for the tournament.

4.      On the 2nd visit to the mound to visit a pitcher, the pitcher must be replaced.

 

The pitching rules are in place to not only protect our pitchers arms, but also to encourage coaches to develop new pitchers.

 

 

ROOKIE LEAGUE

 

1.      A batter will be allowed 5 pitches or 3; which ever occurs first.  If a foul tip on 5th pitch, the batter will get one more pitch.

2.      If a line drive is hit back to the pitcher and the ball is touched by the coach before touched by a fielder, the ball shall be declared dead and the runner awarded first base. 
All other runners move up one base.  However, in the judgment of the umpire, if the coach did not make an attempt to get out of the way, the batter may be called out and all runners remain at their base.

3.      If a fielder throws the ball into the circle on the pitchers mound, the play is dead.  It will be the umpire’s judgment if a runner goes to the next base or back to the previous base.
