2008 LOCAL RULES 

 

                  

Dixie Minors, Dixie Youth, & Boys Baseball

 

 

1.   DM--- ALL MAKE-UP GAMES WILL BE SCHEDULED THE FOLLOWING MONDAY

AND FRIDAY BEGINNING AT 5:30 P.M.

 

DY--- ALL MAKE-UP GAMES WILL BE SCHEDULED THE FOLLOWING MONDAY AND        FRIDAY  BEGINNING AT 5:30 P.M.

 

DB---- ALL MAKE-UP GAMES WILL BE SCHEDULED THE FOLLOWING MONDAY AND  FRIDAY BEGINNING AT 5:30 P.M.

 

 

2.   THERE WILL BE NO SMOKING OR TOBACCO CHEWING ON THE FIELD OR IN

      THE DUGOUT.

 

3.   IF A COACH IS EJECTED FROM THE GAME, HE MUST LEAVE THE PREMISES

      IMMEDIATELY AFTER THE EJECTION. IF NOT THE UMPIRE MAY FORFEIT THE

      GAME.  ALSO, HE IS SUSPENDED THE NEXT GAME HIS TEAM IS SCHEDULED TO
      PLAY.

 

4.   IF A PLAYER IS EJECTED FROM A GAME, THE LEAGUE COORDINATOR HAS THE
     OPTION TO ALLOW PLAYER TO REMAIN IN DUGOUT OR HE HAS THE OPTION

     TO SUSPEND THE PLAYER FOR ONE GAME DEPENDING ON WHAT THE

     INFRACTION IS.

 

5.  THERE WILL BE NO STEEL OR METAL CLEATS ALLOWED.

 

6.  DM-DY NO TEAM IS ALLOWED TO BEGIN AN INNING AFTER 1 HOUR AND 15

     MINUTES. DB-1 HOUR AND 30 MINUTES. IN CASE OF TIE GAME AT THE END OF

     THE TIME LIMIT, ONE (1) EXTRA INNING WILL BE ALLOWED TO TRY TO BREAK

     THE TIE.  IF NO WINNER IS DECIDED AFTER THIS TIME, THE GAME OFFICALLY

     COUNTS AS 1/2 GAME WON AND 1/2 GAME LOSS PER TEAM.

 

7.  DM-DY IF A TEAM IS AHEAD BY 20 RUNS AFTER 2 INNINGS THE GAME IS CALLED,
     15 AFTER 3 INNINGS AND 10 AFTER 4 INNINGS.

 

     DB – IF A TEAM IS AHEAD BY 20 RUNS AFTER 3 INNINGS THE GAME IS CALLED,

     15 AFTER 4 INNINGS AND 10 AFTER 5 INNINGS.

 

 8.  ONLY ONE TIME OUT WILL BE ALLOWED TO ONE BATTER PER INNING.

 

 

9.   THE TIME OUT RULE FOR BOTH LEAGUES IS THE SAME RULE AS USED BY
      GEORGIA HIGH SHCOOL ASSOCIATION. ON THE 4TH TIME OUT, YOUR PITCHER
      MUST BE REPLACED.  THE PITCHER WILL BE REPLACED AFTER EACH

      ADDITIONAL TIME OUT.  THIS RULE WILL BE ENFORED BY THE UMPIRE.

   

10.  PLAYER POOL---- RECREATION STAFF MEMBERS WILL MAKE THE DECISION

       ON PLAYERS IN THE POOL.  A PLAYER CAN START PLAYING AFTER HE IS

      ASSIGNED TO A TEAM.

 

11.  NO PLAYER CAN BE ADDED AFTER 2/3 OF THE SEASON IS COMPLETED UNLESS

       THE RECREATION DEPARTMENT RECOGNIZED A SERIOUS HARDSHIP TO A

       TEAM DUE TO LACK OF SUFFICIENT PLAYERS.

 

12.  IF A PLAYER IS EXPELLED OR UNDER IN-HOUSE SUSPENSION HE IS ELIGIBLE

       TO PRACTICE OR PLAY IN OUR PROGRAM.

 

13.  COACHES PLEASE DO NOT ALLOW YOUR TEAM TO STAND ON THE SEATS IN

       THE DUGOUTS.

 

14.  AT NO TIME DURING THE BALL GAME SHALL THE PLAYERS RAG THE

       OPPOSING PLAYERS BY CALLING NAMES OR USING EXPRESSIONS SUCH AS

       "THE PITCHER HAS BLOWN UP, ECT."

 

15.  DM-DY ANY RUNNER WHILE ATTEMPTING TO REACH THE NEXT BASE

      THAT ATTEMPTS A HEAD FIRST SLIDE WILL BE CALLED OUT. THIS APPLIES

      ONLY WHEN ATTEMPTING TO REACH THE NEXT BASE AND DOES NOT

      APPLY TO A DIVE OR ATTEMPT TO RETURN TO A PREVIOUS BASE.

 

16.  A TEAM TROPHY WILL BE GIVEN TO THE 1ST AND 2ND PLACE TEAM IN ALL

       LEAGUES. IN CASE TWO TEAMS ARE TIED WITH IDENTICAL RECORDS IN THEIR

       LEAGUE, THE TIE WILL BE DECIDED BY THE HEAD TO HEAD PLAY.

     

17.  PROTEST COMMITTEE--- JEFF MIDDLEBROOKS-- ANY PROTEST MUST BE FILED

      ACCORDING TO DIXIE BASEBALL RULES AND ACCOMPANIED BY A $25.00 FEE.

     

18. DM--DY THE ON DECK BATTER WILL USE THE ON DECK BATTER'S  CIRCLE NEAR

      THEIR DUGOUT.

      DB-- THE ON DECK BATTER WILL USE THE ON DECK BATTER'S CIRCLE BEHIND

      THE BATTER THAT IS AT BAT DURING PRACTICE, GAMES AND TOURNAMENT

      PLAY.

 

19.  PLAYERS DIGGING HOLES IN THE PLAYING FIELD DURING PRACTICE OF GAMES

      ARE SUBJECT TO A ONE GAME SUSPENSION BY RECREATION DEPARTMENT STAFF

   

 

 

20.  EACH TEAM WILL BE ALLOWED TO HAVE 1 HEAD COACH, 2 ASSISTANT COACHES,

       AND 1 ALTERNATE COACH.  ONLY 3 COACHES WILL BE ALLOWED IN THE

       DUGOUT DURING A GAME.

 

21.  AN ALTERNATE COACH DOES NOT HAVE TO BE CERTIFIED, BUT CAN HELP ONLY

       WHEN ONE OF THE CERTIFIED COACHES IS ABSENT FROM A GAME. ALTERNATES

       WILL NOT BE ALLOWED TO COACH THE BASES DURING A GAME AND CANNOT

       HELP WITH PRACTICE.

 

22.   A TEAM WILL BE ALLOWED TO START A GAME WITH 8 PLAYERS.

 

 

 

CALL THE SPORTS HOTLINE   647-4002   TO GET INFORMATION CONCERNING RAIN

OUTS, SCORES, PRACTICES, AND OTHER IMPORTANT DETAILS. HOTLINE WILL BE UPDATED DAILY. CALL THIS NUMBER INSTEAD OF CIVIC CENTER FOR BASEBALL INFORMATION.

 

 

DIXIE MINORS AND  DIXIE YOUTH

 

WILL PLAY THE CONTINUOUS BATTING RULE. MANAGERS ARE REQUIRED TO LIST ALL PLAYERS IN THE BATTING ORDER FOR EACH GAME. ALL PLAYERS THAT DON'T START THE GAME ON DEFENSE, MUST PLAY 6 DEFENSIVE OUTS. PENALTY FOR VIOLATION OF THIS RULE SHALL BE FORFEITURE OF THE GAME IN THE EVENT THE VIOLATING TEAM IS THE WINNER. IF A TEAM IS ONE PLAYER LESS THAN THE OPPOSING TEAM THE CONTINUOUS BATTING RULE IS IN EFFECT. IF A TEAM IS TWO PLAYERS LESS THAN THE OPPOSING TEAMS THE CONTINUOUS BATTING RULE IS OPTIONAL FOR THE TEAM WITH THE MOST PLAYERS.

 

 

EXAMPLE:

IF TEAM A HAS 14 PLAYERS PRESENT AT THE GAME AND TEAM B HAS 13 PLAYERS PRESENT, THE CONTINUOUS BATTING RULE IS IN EFFECT. IF TEAM A HAS 14 PLAYERS PRESENT AT THE GAME AND TEAM B HAS 12 PLAYERS PRESENT AT THE GAME IT WILL BE OPTIONAL IF TEAM A WANTS TO GO WITH 12 PLAYERS IN THEIR BATTING ORDER OR GO WITH ALL 14 PLAYERS. (IF TEAM A DECIDES TO BAT 12 PLAYERS THE 2 PLAYERS NOT IN THE BATTING ORDER MUST COMPLETE ONE TIME AT BAT AND PLAY 6 DEFENSIVE OUTS) IF A GAME IS SHORTENED FOR ANY REASON THE PLAYERS THAT DON'T GET TO PLAY MUST START THE NEXT SCHEDULED GAME.

 

 

 

 

 

 

DIXIE BOYS

 

 

DIXIE BOYS WILL BE REQUIRED TO HAVE EVERY PLAYER BAT AND PLAY SIX DEFENSIVE OUTS.  IF A GAME IS SHORTENED BECAUSE OF THE TEN RUN RULE OR FOR ANY OTHER UNUSUAL REASON A PLAYER DOES NOT PLAY; THEN THAT PLAYER MUST START THE NEXT GAME AND PLAY FOR SIX DEFENSIVE OUTS AT BAT.

 

CLARIFICATION – OPTION RULE 3:03 READS: 

THE MINIMUM NUMBER OF PLAYERS ON EITHER TEAM SHALL BE REQUIRED TO PLAY AT LEAST SIX CONSECUTIVE OUTS ON DEFENSE AND COMPLETE ONE TIME AT BAT EACH GAME BY HIS/HER TEAM.

 

EXAMPLE:

IF TEAM A HAS 15 ELIGIBLE PLAYERS AT THE GAME AND TEAM B HAS ONLY 13 ELIGIBLE PLAYERS AT THE GAME THEN THE FOLLOWING APPLIES:

           

            1.  BOTH TEAMS MUST PLAY A MINIMUM OF 13 PLAYERS IN THAT BALLGAME
                 UNLESS IT IS SHORTENED BECAUSE OF THE TEN RUN RULE OR RAIN.

 

            2.  IF THE TEAM WITH 15 ELIGIBLE PLAYERS ONLY PLAY 13 BALL PLAYERS
                 THEN THE TWO PLAYERS THAT DID NOT PLAY MUST START THE NEXT

     GAME AND PLAY THE REQUIRED AMOUNT.

 

**INELIGIBLE PLAYERS – PLAYERS APPROVED BY THE RECREATION STAFF AS INELIGIBLE TO PLAY SUCH AS INJURY, DISCIPLINE PROBLEM, ETC. ARE NOT CONSIDERED ELIGIBLE AND ARE NOT REQUIRED TO START THE NEXT GAME.
